The Sisters Dialogous are basically translators. They analyze xeno languages, decipher coded messages, and during large war efforts act as liaison between Imperial Guard regiments hailing from different worlds (where differences in local dialect may be so extreme that it's almost like another language). On occasion, they also accompany the Missionarius Galaxia and Rogue Traders to act as translators to the populace of newly (re-)discovered human colonies.
The researchers are the Sisters Pronatus, whose job it is to retrieve Imperial relics and safeguard or analyze Chaos artefacts and xeno technology. They are mostly concerned with simply locking the latter away so that nobody is at risk from taint by exposure, but at times they attempt to research it in order to reverse-engineer technology for trade with the Adeptus Mechanicus or find new weaknesses to exploit in the many enemies of Mankind. I imagine they play a role in running the Ministorum's Technology Purification Centre on Ophelia VII which serves as a holding place for stuff retrieved by the Missionarius Galaxia and Sisters Sabine, who constantly compete with the Mechanicus Explorator Fleets for the discovery of technology (part of the ongoing bargaining game between the two Adepta).
Of course, none of these are Battle Sisters. But as has been said, there are numerous references even in the Codex material of them saying a couple lines. Mostly prayers or hate speech.

I believe the OP is referencing the Slamander Book on Tape "Fire Born" by Nick Kyme, in which a squad of Fire drakes are sent to recover a relic before the blood tide destroys the world.
The sisters they meet do indeed belong to a silent order.
As others say though other orders do speak. I imagine there is enough scope with the 40k for there to be all types of order who all practice slightly differently.

In the 40k universe they talk alot about how much the different planets/systems religion vary but are all included within Ecclesiarchy as long as everyone says they worshipping the big E. The differences in worship can be extreme, especially when imperial worlds run the range of being savage, feudal all the way to hive worlds. Since their are so many forms of worship is it even possible to speculate on what one Sisters of battle chapter will allow vs another? Is the rules of the SOB based on a central code, or the systems own religion?

The SoB are much more centralized than the Space Marines. They have only two really large recruitment/training centers and will certainly have a very uniform take on the Imperial Faith. And their training has a lot to say about killing heretics, sinners and law-breakers using extreme prejudice and the Holy Trinity of bolter, flamer and melta. Which is probably why they're not usually allowed to hang out with regular people. Since, as you say, there are so many different takes on the Imperial Faith it's best to keep the SoB isolated from anything deviating too much from the one truth they've been taught. Can't have them burninating innocent civilians just for offering the Sun-God Emperor strong alcohol at spring equinox, can we?
So while SoB are usually perfectly capable of speaking there's few opportunities for anyone outside the Order to speak to them, and all for the better unless you have a breastplate full of Imperial medals.

I think it was the Sisters of Silence that didn't speak (or at least spoke very little). Though it hasn't been established in fluff if they're around anymore.
