A glancing blow one shot out of six doesn't exactly spell "so much for plasma dreads" for me really. I don't run plasma dreads all that often anyway, but it's not gonna affect me much.

Well that also means that 1/6th of the time the vehicle will not shoot it's plasma weapon in addition to potentially hurting itself. Given that a dread with plasma costs well over 100 points that's kind of a big deal.

It sucks, but it's not exactly like plasma dreads were a nobrainer before either. Squadrons of Leman Russ Executioners are going to be exploding in their deployment zones though

Honestly I am fine with this. This will just be another thing that makes AP2 harder to field, it is actually a sacrifice to get a lot of AP2 in an army. Either you get range and pay through the nose for it (lascannon, xenos plasma weapons), it comes with a built-in risk (plasma) or it comes with a really short range (melta). The cheaper stuff is all AP3 now, after power weapons received their nerf.

AP2/1/ignore stuff has always been oddly common while AP3 gear was a lot less common. So you got this odd ineraction where high-end armour saves were basically the same and 2+ saves were basically expensive point sinks for the most part. This trend was reversed in 6th Edition and now a larger variety of APs are seen at all ranges of the game. And all of the really good AP weapons (in the core at least, some still exist in the errata'd codices) have some inherent downsides to them that make them less spammable. Melta weapons may still be there in force, but with mech getting a nerf there is a definite risk from medium-vehicle killing ordnance that may make them less common in the end. And luckily plasma is already priced pretty high so it wont be quite as spammable as melta was (and comes with a built-in risk of losing your guys). It's a subtle change but I think that when all is said an done it is for the better.

AP2 and AP1 weaponry will not be the only thing one sees on the battlefield. It will still be there but it all has downsides that need to be carefully planned for.

However, further disincentivising options that were not great before doesn't bode well for a unit's versatility.

Leman Russ Executioners main gun doesn't have Gets hot! as a rule anyways.

It certainly made my brand new KMB Killa Kans go from "Awesome!" to "Eep." pretty damn quickly. One HP is a big deal when you only have two to start with. AP2 is also the only advantage they have over AP3 Rokkit Launchas, and considering that you already pay 5 points more for them, I'm not sure they are worth it anymore.
