Sod buying the company. With a billion dollars I'd have Weta Workshop making costumes and have people dressed up and play wargaming on a real big scale.

If I was in charge of games workshop I would hold more events like mini-games days so more people can enjoy a large day of gaming. Also I would release to the public why the prices are up and possibly cut prices. With the armies I will divide them into two categories, skill, recommended for tournaments, and luck armies, for the younger players who want to gloat at each other.

With the new editions and new codexes and editions I will have a huge event similar to games day but named release day, every time a new edition comes out. At this named Release Day, there will be a section of the building for each army with an assembly booth, all the new and existing models for the army, the new codex, an army's on parade thing with each of the army's units painted for display, and the person who wrote the codex available. So in this setup one can assemble their new model and ask the writer questions and discuss things about the codex.
And in the center I will have tables for the tournament armies and the luck armies and after people are almost done finishing their armies I will have a two round 1000 point tournament for the people with tournament armies and the winners will get an invitation to come to the US or UK HQ to name the x(in this case 6th) edition champion.

Finally I will open official Games Workshop forums where all of the staff responsible for the things you purchase will have an account and you can communicate with them. Also each month I will have a thread where the public can write an army list for the up and coming White Dwarf. Also in these forums if a fan-made codex sounds good enough, I will, have someone work with the original designer of the codex to make an actual Games Workshop codex offered for a very limited time

In summary, explain/lower prices, make an attempt to "balance" armies, and have more the public can interact with.

Move to Nottingham and you can do this sort of thing every day.

Heck you can even play with the designers. Of course you might want to not mention your other wild ideas or they might not want to play with with you.

I would build the Lord of the Rings Theme Park and use it to promote GW products and host international tournaments.
Based on the sucess of that I would open 40k and WHFB parks as well (think- Islands of Adventure).
I would also produce some A list movies based on established GW IP.
Of course themed restaurants and hotels would also be part of the plans.

I would buy GW,

-fire the entire marketing department.
-close every GW store outside the UK and US.
-enact fair trade policies with regards to international retailers (southern hemisphere)
-allow retailers to use GW imagery.
-open avenues of communication with 3rd party bits makers.
-if possible due to money saved by lower overhead with closed international stores, I would attempt to lower prices or at least freeze them for 5 years.
-use WD to show customers what is in the pipeline and provide an opportunity to customer feedback on upcoming projects
-all codices would be written by a team of two: a rules designer and a BL author to do the background
