I think you got te banshee ruling wrong if you are relying on the brb because codex specific rules>brb rules.
Also, I think that certain psychic shooting attacks SHOULD be allowed to fire during overwatch. Consider the Warlock power Destructor that is always on and doesn't need a warp charge to activate, wouldn't it make sense by your logic that such a power should be useable for overwatch?
And also, I don't think you addressed the question about Jink, just wanted a clarification if vehicles that are immobilized can still benefit from it =).

The Banshee issue does boil down to an issue of codex trumping BRB.
The Psychic Shooting Attack vs. Overwatch issue is definitely up for debate. I've been talking with some of the guys in the shop to try and get some better perspective on the issue. That being said, I stand by the burna ruling, mostly because a burna unique piece of wargear that specifies how it works, and the only thing it can be in the assault phase is a power weapon.
I'm still ruminating over the issue of jink, tied as it is to the Lumbering Behemoth problem and the challenges hooplah; they are all potentially spots where I need to mix the mighty putty myself and start patching holes, and I've been having a lot of talks with guys here in the store about these things in order to get workable solutions. Sadly there's a lot of differing opinions and a lot of sides to the various fences.
I will do my best to have something to work with on these soon, to give people time to adjust before the next event. As ever, thanks to Yak and Mort for feedback and if anyone else out there has anything to add I'm all ears.

Most people do not even want a psychic shooting attack now since the best powers are blessings or maledictions. As far as Lash goes that will be gone in a week or two. Who this ruling hurts are warlocks who have psychic powers in name only since they are aways on and do not even have to take a psychic check.

A: Yes, but only in your own Shooting phase. This means that
psychic shooting attacks cannot be made when firing
Overwatch.

Yeah, lots of FAQ answers from GW to work through here.
The Ork Burna question in their FAQ is just if you can fire it in overwatch and then fight with it in the same turn, which of course their answer is no.
But that still doesn't clarify whether it can be fired at all in overwatch (although personally I think it can).

I would assume that if you could ask the question in the faq, then yes you would be able to fire on overwatch. Otherwise, that's not a valid question. But that's not a clear, stated answer so people will most likely still be against it.

Here is a random question or two:
-Regarding flyers in hover mode (like Vendetta) that are hit by the Night Spinner's attack which makes them take a dangerous terrain test the next time they move...Can they enter zooming mode and then consequently not have to worry about the dangerous terrain test? When do they become subject to the dangerous terrain test, before or after they elect to start zooming?
I can see it go both ways but it just makes sense that while they slow down enough to get hit by the weapon, they should be subject to the penalties it inflicts as it takes time to speed up to zooming mode, no? In that case, I'd say they are immobilized as a skimmer.
-Can immobilized vehicles take a Jink save if they moved in the previous turn? RAW is yes, which seem to be weird.
Just thought of 2 more questions:
-BRB says on the turn zooming flyers enter from reserves, they cannot come on the board in a manner that would take them off the board again with their zoom movement...But can they make a flat-out move instead of shooting to get off the board? or is the only way to get off the board through a zoom move?
If an IC makes a lookout sir save from a shooting attack and happens to be in b2b with 2 or more models, do you randomly determine which model is closest or does the owning player get to choose?
