I don't really think Pedro would give allied sternguard HtL but I have nothing to point at to back up my opinnion. It's just my reasoning. It doesn't matter to me though. I don't see any point in taking allied sternguard anyway
P.S: I run Pedro in my army.

You ignored my point - Cato, Marneus, Vulkan all were modified to only effect C: SM units. Pedro's +1 attack was modified to only effect C: SM units. His other ability was left alone. Contextually his definition of army is now the 6th edition one, and not the 5th edition one.
You're also ignoring that the definition of army has changed. Yes, that may have unintended consequences but that shouldn't change how we read the rules.

Having a group of Sternguard that can score and benefit from a nearby Sanguinary Priest is a very good reason to take Pedro and BA Sternguard.

So then you are saying that the additions and restrictions added by GW via the FAQ are useless? Then the FAQ is not an official amendment to the rules that we need to take into account to understand how our outdated codices work with the new rules? Alright, then your Librarian can't take the new Psychic powers because it is not an option in his army list. It's added in the FAQ only so we have to still use the context from the original codex which says he can only use BA psychic powers. Sorry.

By your logic none of the special rules that were limited by GW would extend to an allied detachment. If this is the case, as you claim, there would be no need to specify in the FAQ that Marneus, Sicarius, Vulkan, Chaplain, and only one of Pedro's special rules are limited to units chosen from C:SM. But the FAQ does specify that fact. Since the FAQ specifies something that was assumed before then specifying it in the FAQ was useless. Therefore since we do not get to gain any clarity from the additions of these specifics then the information in the FAQ has no purpose and is useless. We have to take the context of the codex from 5th ed and don't get to take it in context of the new rules, therefore the FAQ serves no purpose and can be disregarded.

Pedro's ability refers to army only when noting that units trade CT for Stubborn. It simply says all SV units gain HtL.
And since GW chose not to change the wording, they've clarified that it is ready for 6th ed - meaning it is the former.

Yes Sanguinary Priests take a Elite Slot, But Sanguinary Noviates have a Blood Chalice as well, and they are a free HQ slot with the purchase of any HQ unit, and the Honor Guard can have up to 4 Plasma guns, though only 2 are really worth it.

Not to mention there's also the shenanigans of using Pedro in an allied detachment to a BA primary to pass the scoring on to the sternguard, and then having priests attached to them from the 3rd elite slot.

I agree with you, don't get me wrong. But dozens of players have fought tooth and nail against it. Apparently it's "common sense" that because it's called chapter tactics, it doesn't apply to others.
