Basically, yeah. The idea is it makes them hit strong. So if you put it on a unit that already hits strong, you've got a unit that won't suffer much since its first hit will likely render the target incapable of retaliating in any meaningful fashion. If it's not wiped out. Combining them with a unit like Death Company works due to Death Company already having Furious charge. It makes them S6, AP3 on the charge with the ludicrous amount of attacks they get.

Rough riders don't have power lances. They have hunting lance there a diff. weapon
