I'd think it best not to ask economics questions about the 40k and just assume they find a way. Unless you want a killer migraine.

Yup! I always liked to describe it to my non-wh40k friends that in the Imperium all technological advancements are archaeological in nature!

Too many people seem to want to think of the IoM in terms of modern day America or Europe, but that just doesn't work.
