Ok, lots of interesting things. I guess a better question would have been "Is a Techmarine always a character, or only the Elite-slot Techmarine (or a Techmarine that lost his TFC)?"

I think it's pretty obvious to anyone not trying to deliberately misconstrue rules that an independent character is always a character, just as a jump infantry is always an infantry and a jump monstrous creature is always a monstrous creature.
