All of the Chaos gods cover much more than what most on Dakka focus on. Slaanesh is not just hedonism or sexual deviancy, Khorne is not just strength, Nurgle is not just disease.
However, as has been noted before, all of the things these gods reflect can be manipulated by intelligence and cunning. Especially by a god who wants nothing more than to further Chaos as a whole, realizing all facets of emotion contribute to Chaos and because he embodies change. Without which the other gods (especially Nurgle), become much less powerful if not impotent.
Most of the time the other gods are content to promote their own selfish wants and needs. These actions contribute to change and enchance Tzeentch. He uses the others to further his needs and in turn, increases the opportunities for the others. The other gods do not have his grand vision and are keenly near-sighted.
In addition, the main cause for the increase in the power of Chaos has been the fact that mankind is undergoing change. A change into something new, a psychic being. This is important as it is not simply an emotional feedback loop. The veil had to be ripped open by mankinds psychic presence in the first place. Tzeentch thrives in this enviroment and was probably why Chaos as a whole gave assistance to the Emperor once-upon-a-time to create the Primarchs (if that particular fluff holds true). The Emperor has spent much of the last 40k years (and more) trying to guide our species through this minefield until that transformation is complete. He knows what happened/is happening to the Eldar and realized that man isn't strong enough to go it alone.
Despite this, mankind has delayed its destruction through heroic action (and draconian measures) and it must be so as humanity does not have the capability to develope the intricate coping mechanisms and understanding that have kept the Eldar going.
Tzeentch is most powerful, and the others are more or less aware of this. After all, they had to band together in order to call him to account one or twice. On the whole though, they are content to let him control things.
