Yes you can VS one unit and shot a different unit. Keep in mind that VS counts as having fired a weapon so you could only fire one TL Devourer afterwards. VS is better for 3+/4+ enemies but against lighter armor it's more effective to forego VS and use both TL Devourers.

When it's a unit of 5 or so Bloodbrides and a Succubus in a Venom, this tactic should be fun. Vector Strike it, unload a set of Devourers on the unit. Between kills from a crashing Venom and the Devourers, it should be enough to cripple the squad. I never thought of it until now.
