Subject: Someone can explain to me how GW defines "vehicles" in the new edition?
I think i found a tip: playing down of war i realized a very simple detail who differs vehicles and non-vehicles: non-vehicles have "moral", and suffer "moral issues" AKA: they have fear.
That explain some things, but the holes are still there.
If my post show some BAD spelling issues, please forgive-me, english is not my natural language, and i never received formal education on it...

Not to be snarky or a grammar nazi, but the word you're looking for is "morale," not "moral." I see that you're from Brazil, so you may not be aware that there's a difference. Plenty of native speakers get it wrong, too.

Well, he's not wrong. I would think vehicles wouldn't ever have any moral issues, except maybe Landraiders. You can't exactly expect an inanimate object to know right from wrong.
