I dunno, from my reading of the Necron codex, it really sounded like they had sublight generation or cold sleep type ships initially and then developed the dolmen gates after hanging with the C'tan. All of which makes roughly zero sense (they went to war with the Old Ones without any FTL, righto) so I do my best to ignore it.
The issue is that they could never conduct a war against a FTL race with any hope of actaully doing anything without FTL themselves. And as I said there are other sources still in print that have the Necrons traveling FTL.

But to put the Dolmen Gate's fluff into persective.

1: In the Oldcron Codex there is the hyperbole statement "Ships that could cross the galaxy in the blink of an eye" page 25. In that same passage this technology was given to the Necrontyr before the biotransfer and before the renewing of the war. The Dolmen Gate's fluff say that they came late in the war. Meaning that their fluffs cannot be contected.

2: 5th Ed rule book explains that the Necron's galactic comunication arrays have been destroyed. Which isolates the Necrons in the same way that the loss the internet and telephones would isolate the human race.

3: The Newcron codex introduces the Dolme Gates which would allow the Necrons to still be able to organise on a galactic scale. Which in turn allows for the Necrons to have a comunication system; Simular to our current mail system and old telegragh lines. The important part is that the Dolmen Gates would also allow the Necrons to travel to places that don't have a working portal system. Without taking the time to actually send a fleet there.

4: The conclusion being that without the Dolmen Gates the Necrons would need to send couriers accross the galacy at a slower rate. Even if that slower rate is as fast as warp travel (way beyond the speed of light) it would effectively isolate them. The same way that the IoM's worlds would be ioslated without the Astro Telepathica. It has nothing to do with the speed at which the fleets would be able to travel. Just their ability to coordinate and or reactivate unawakened tomb worlds that would be the isolating factor.
