The recent codex establishes that they are not and in fact are thriving - of course it helps that they can decant vat grown versions (as opposed to "trueborn" ) as well as regrowing from fngers and the like.

Yes, its an important part of their animal instinct, they need to be able to react to whatever is fighting them. If you surprised a squad of termigaunts you could shoot them all day and they would never attack you because they didnt realize they were under attack. With the ability to feel pain they can also pick up things like direction and their greatest threat and react properly. This is double important if they loose a link to the synapse creature.

Hmm, I'd assume this is another fundamental difference between the Eldar and the Dark Eldar? Perhaps their twisted brethren's methods for preservation are considered tainted, too horrible for the Eldar to employ themselves - thus explaining how the Eldar still decline whilst the DE don't?
Would be another parallel to the elf <-> drow fantasy cliché, too.
Although that bit about the finger really sounds weird. Was that just a cloning process, or actual, natural regrowth?

Dark Eldar can basically anchor their soul to a piece of them left at home by barginning with Hormunclui - so if they get "killed" they can be regrown - a process that takes consderable blood and suffering for both the Dark Eldar and those sacrificed to fuel it. They can also do this with "left over bits after battles", but of course they have to trust someone to retrieve them and hope they are not vapourised outright.
It does help explain why the DE are apparently so careless of their lives in battle.
Cloning as a reproduction method is used alot as well so they are not worried about dying out. "Trueborn" are exactly that - and rare as pregnancy is a dangerous (and inconvenient state) state for a DE woman.
Most DE reproduction - natural or cloning requires consdierable blood and pain by both others and the participants - not really a path that works for the Eldar
Now how Slaanesh latches onto those DE that are new born I am not sure.........
