GW told us, via FaQ, how those two rules should work.
One works when simply carried, the other only works when wielding said weapon. They made this clear ViA FaQ/Rules.

@ reaper. Funny how you say the FAQ is right, but argued against the markerlight/seeker missile FAQ ruling. Same thing. You are now admitting that GW is flawless and markerlight guided seeker missiles hit flyers on a 2+. It is GW's game after all. And the rules/FAQ support it.
