The lizard man bits go really well with the Marine bits I reckon, so the conversions are really fun!

My fluff was that they are a loyalist chapter, who despite their mutations, still serve the emperor. Other loyalist chapters still atatck them on sight, so that explains why I can fight loyalist armies with them (in terms of fluff).

You could have them, fluff wise, still loyal to the Imperium, but declared Traitoris by the Inquisition, similar to the Knights of Blood, just as lizards.

There was a cool Nurgle Alpha Legion army in an old White Dwarf that used lizard heads on champions and the lord and it looked very cool. If you're gonna do a Lizardmen marine army then I recommend that they are mutated traitors.

There isn't a power armor STC. Power Armor as it is today was developed from armor used on Earth by the Technobarbarians, which was based on an STC but it was very little like the current armor today.

The whole fluff argument is pointless.

Absolutely anything can be condoned by the Imperium. Aside from that, absolutely anything can be completely unknown to the Imperium.

This is an actual rule in the actual rulebook. Quit whining about how you can imagine someone's army touching you in a bad place and play by the actual rules.

There is a difference between having a few marines showing a mammalian-develution trait (wulfen) and a chapter of reptilian scaled marines. Also you pointed out that the space wolves were a first founding chapter, this is very important, first founding chapters have massive political power inthe IoM, something a new founding does not.

As to all the references to the black dragons, not a single peice of their fluff links them to reptilians, they are just suseptable to uncontrollable bone growth.

Yeah, if you care about fluff, chaos is the obvious choice. Which is fine, cause you probably going to get less controversial conversion opportunities.
