All of the above is incorrect.

1. IG cannot be controlled by SM, and as SM have direct control of their Chapter world they would not want any interference from the IG/Admin command structure.
2. Macragge does not have IG stationed on the planet, in fluff due to Ultramar's unrivalled management and productivity the Ultramarines train PDF forces to defend each world. They do this so well that the Ultramarines are able to actively choose to tithe portions of their PDF forces to the IG. At this point the regiments go off world and are no longer controlled by the Ultramarines.
3. Most chapter worlds are populated by feral humans who's extent of technology is pre-blackpowder, and the SM wish to maintain that, to this end local humans do not defend the planet (most populations have little understanding of the IoM) the Chapter world will be protected by the Chapter'armoury wing and by serfs, humans that have no interaction with the indeginous population.
4. the few chapter worlds that have advanced civilisations, such as Ryann's world has an active PDF who answer to the head of the hive cities, who intern answer to the Crimson Fists no Terra.
5. Of all the chapters who would never allow an outside force to maintain a garrison within their chapter fortress, the Dark Angels are the best example. It would go against every bit of fluff written about them.
