Hmmm, I had forgotten about this thread and failed to respond to the last points brought up.
So let me catch-up. I agree that the ways the rules are written now (especially considering the FAQ) that Battlements aren't actually occupied like a building section. However, it is pretty clear from the huge gaffs in the rules that at some point this was the way the rules for Battlements were written.
So the problem we have is that the rules are still written as though infantry, Jump and Jet Pack models are the only ones allowed to be 'in' a Battlement.
Just look at page 95 and you'll see that there are special rules covering Jump and Jet Pack units 'jumping' up into a Battlement. The rules for 'Leaping Down' on the same page also cover Jump and Jet Pack units but neither section mentions anything about Jet Bikes or Skimmers. Compare that to the rules for Ruins on page 99 that covers how all these types of units (Skimmers, Jetbikes, Jump/Jet) can move up and down levels of a ruin.
Now it has been already said in this thread essentially: 'so what, who cares?' that the Battlement rules don't cover Jet Bikes, Skimmers, etc.
Well the problem is this, if you look really closely at these rules, if you're assuming that ANY type of unit is allowed to count as being 'in' a battlement, then all of a sudden there are a whole BUNCH of unplayable situations and stuff that is just downright absurd. Want some examples?
First, keep in mind my premise that the Battlement rules clearly originally were written that they were played like a section of a building, which would only allow infantry units (and jump/jet units as well as they're specified in the Battlement rules) to 'embark' on a Battlement.
1) The rules preventing vehicles, regular bikes, etc, from ascending vertically are found ONLY in the rules for Ruins. Therefore, as long as a Battlement has ladders or some other outside means of reaching the Battlement, then per the RAW if ANY type unit is now allowed to 'occupy' a Battlement, then ANY type of unit can use these ladders to move up on the the Battlement. How about Bikes somehow driving up ladders onto a Battlement? What about a Leman Russ?
These sorts of thing is totally allowed if you assume that any type of unit is allowed to occupy a Battlement.
2) Even worse, if a building is destroyed under a Battlement, any units occupying that Battlement must immediately 'Leap Down'. Okay, that's cool, we can still apply the Leap Down rules to a vehicle leaping off the top of the building, of course it is odd that for some reason that Jump/Jet Pack units get an exemption for Leaping Down from a tall Battlement but Skimmers and Jet bikes do not...but we can just ignore that too, right? But here's the best part: After a model 'Leaps Down' from a Battlement, it has to be placed WHOLLY within 3" of the building and if it can't be placed following this restriction, it gets removed as a casualty!
Yes, that's right. A Monolith that is occupying a Battlement and that building gets destroyed has to 'Leap Down' and since the model is too big to fit wholly within 3" of the building then the Monolith instantly becomes a casualty! I guess we found another one of those magic ways for a vehicle to be a 'casualty'.
Do you guys see the absurdity of this?
Clearly the rules regarding Battlements at one point only allowed the standard units that can embark onto a transport, and when they made the change to how Battlements work at some point in the development process they didn't address this major loophole.
Therefore, I will continue to push for the following interpretation purely for the sake of sanity:
Only Infantry, Jump and Jet Pack units can officially 'occupy' a Battlement. Skimmers and Jetbikes can move up onto the top of a Battlement (still counting as dangerous terrain if they do) but even so, they don't officially count as 'occupying' the Battlements, so if the building is wrecked below them they would not Leap Down, etc.
