CC doesn't block LoS. That's a 4th? Edition rule.
And there's no basis for saying "If the model can be hit, it can be wounded."
You seem to still be conflating the 4th and 5th steps of a shooting attack - defined on page 12.

Please show me an instance where there is any point in rolling to wound when the wounds cannot be allocated to that unit.

The rule is there for this..

Heres how it is set up.. vidicator places blast on front model as shown...

Now imagine that the blast scatters and hits only the models behind the wall.. "The blast can hit and wound models out of sight"
You roll to wound, 4,5,3 and the unit suffers 3 wounds. You allocate to the closest first, he dies. You allocate to the 2nd, "no line of sight" The rest of the wound pool is lost.

If the rule was not in the BRB you could never wound those models and wouldn't even kill the one in front.

It also applies to blast markers delivered by barrage.

Start allocating from the center of the blast, only allocate wounds to models that can be seen by the firing unit.

Simple.

Your graphic doesn't cover the example of hitting a unit completely out of sight of the firing unit. Which is what the rules themselves use as the example. But hey, wha' do I know?!?!
