Contemptors are from a bygone age, long before the second founding. White Scars do not entomb their heros in dreadnoughts. Successors share the values of their parent chapter.

I guess I can see that. Of course, you figure that when they have new founding (especially the second founding) they split the existing chapters up- veterans from the founding chapters had to wear new colors.

I figure that the new chapters had to get their gear from somewhere, and with the scant technological resources of the Imperium, they probably re-painted a lot of older vehicles rather than building wholly new ones.

In addition to that, the second founding took place shortly after the Horus Heresy (which is why most of the chapters were decimated except for the Ultramarines). We often imagine that immediately following the battle for earth, absolutely everyone upgraded to Mark VII armor, but that's implausible.

So the contemptor design comes from a bygone era, but so does the second founding chapter it belongs to.

Now, as for White Scars don't do Dreadnoughts and therefore White Scar successors should never have dreadnoughts- well, I got nothing for that. Apparently, in this depiction, Storm Lords use dreadnoughts.

For full disclosure, this is not my force. I painted it for a client in the way he specified. But I'm rather fond of these colors on dreads (I've done a number of them now).
