I'm too excited not to post, even though it is agonizing as we wait:
Warlocks - like Chaplains or the guys from SW. HQ unit, do not take up a Force Org Slot, 1-10, ICs. They are buffed up (they are warlocks) - they are psyker level 1, they have actual force weapons.
WS/BS 5, S3 T3, A2 I5 W2 Ld10 4+/4++
Wargear: Shuriken Pistol, Witchblade, rune armor (this still means 4A on the charge)
Witchblade (Armourbane, Force weapon)
They have their own table of powers, of which they can select 3, one of which is primaris power Destructor:
S5 AP4 Template, Assault 1 OR
S6 AP3 R18" Assault 2
Other power ideas:
Unit is shot at as though it is under night fight
Unit has a 4+ cover save
Unit fights with +1 I, S OR WS
Embolden
Farseers: start at ML2, can become ML3, character farseer(s) are ML4
WS/BS4 S3 T3 A1 I4 W3 Ld10 -/3++
Wargear:
Singing Spear (SX AP2, armour/fleshbane, not a witchblade)
Ghost helm
Farseer power ideas:
fortune is primaris (reroll all failed saves, friendly eldar units, R18", single unit target)
Eldritch storm - all non-friendly eldar flying units, including skimmers, fliers, jump/jet infantry/MCs etc, count as moving in dangerous terrain
Mind War - wounds disallow armor & cover & LoS!. IF the farseer loses, he takes one wound with the same properties.
Runes of Warding. A primary detachment farseer may buy these for 30pts. same as now, within 30".

A mini-table for powers with Fortune as the Primais actually sounds cool, maybe a set of tables, one with buffs (Fortune primais), one with curses (Doom Primais) and an offensive one (Mindwar Primais, without the moronic FAQ thnx)
I can't see them removing Fortune, I mean Fateweaver kept basically the same ability, albeit as reroll saves of 1 (but do the math, that's actually not far different from straight re-rolls).
I see Guardians as a conundrum because their concept is flawed; Eldar as a dying race but they're sending basically untrained militia into combat, it makes little sense. The only way to make them work is by proxy, so their combat ability is massively improved by the presence of others, such as Warlocks and Farseers, but its a very delicate balance for them to make (for some perverted reason I love Guardians incidentally, I've built up more than 50 of the guys, so I'd love to see a viable way to play them!). Maybe having Autarchs more like elfy Commissars would be a good way to work them, have able to toss out Exarch powers onto Guardian squads. I'd love to see a blob of 20 Guardians getting Bladestorm!

The concept isn't flawed, it's the execution of the concept that is. Eldar are capable of sending out Guardians with significantly better weaponry than they do in the codex. Not necessarily arcane gear like the ones Aspects and especially Exarchs use, but more special weapons and more heavy weapons. Probably better armour, Aspect Mesh quality (not Aspect Power Armour, of course, those are relics which while still made tend to simply be repaired until they are better than new and ready to hand-me-down to a new Warrior)
Oh, and the concept of the Exarch powers is odd. They spend years if not decades training under an Exarch, perfecting their skills, only to have that training disappear when the Exarch dies? Sure, they suppress this knowledge after they leave the path, but having your Exarch die does not mean you leave the path for all Warriors nor does it mean you leave it immediately. Exarch powers of today should become more like squad special rules. Exarchs can then have supernatural powers, of course, but those should more resemble what the Dark Reaper Exarch does than what the Scorpion Exarch does.

Fortune as primary power seems unrealistic but it would definitely help making Eldar more playable than they are now.

Make them relevant by increasing their base attacks by 1 each and give them a point decrease.
I would use them all the time if they did that.

Make them better psykers (The best in the game in terms of the strength of their standard librarian equivalent, the farseer I think?) But give runes of warding a range, say, 18 inches from the psyker, or even 24.

Dire Avengers are fine as is...they already kick a lot of butt. BUT they may suffer if the Farseer powers do.
I'd really like to see a new weapon option or perhaps even second type of unit for Wraithguard. That's only because of wanting a viable fluffy Iyanden list though. Of course, that would be enough reason to bring out a new plastic box for them

I would like to see sweeping changes across the whole codex.
I want to see Warlocks being able to accompany any unit in the codex as a sort of add on sergeant.
I want to see Eldar get some sort of Strength 7 weapon. Shuriken Cannon maybe? There is no reason for it to mimic the Scatter Laser so closely.
I want to see Howling Banshees similar to the way they were in 2nd edition, you know, where their technology actually showed that it was better than the other races by upping the strength of the banshee's to 5.
I want to see Guardians able to be taken in smaller squads than 10. I also want to see the Warlock able to fire the heavy weapon that goes with the Guardians at his ballistic skill.
I want to see the Phoenix Lords all get an invulnerable save. They are stupid expensive to use without it.
I want to see Eldar Swooping Hawks able to attack flyers in close combat.
I want to see Striking Scorpions gain back some sort of usefulness vs vehicles. Maybe haywire grenades again or something else.
I want to see Singing Spears able to be taken in 10 man squads. Or, barring that, more attacks.
I want to see the Eldar get a vehicle with an Armour Value greater than 12. It never made any sense to me that the race that invented Lance weaponry would not armour thier own vehicles to withstand the shooting of the enemy, while being able to make the enemy armour almost negligible. It isn't the enemy that has mass lance weaponry after all, it's the Eldar. It's almost as if they are saying "why bother making anything heavily armoured when lance weaponry exists?"
What kind of sense does that make? Wouldn't you put as much armour on your vehicles as possible, knowing that Lance weapons are your weapon and the other races still struggle with AV 14? Duh!

My Predictions:
NERF BAT:
1) Eldrad will be nerfed no doubt about it as he is everywhere (like Fateweaver was for daemons last codex) and GW wants you to buy new/more models.
2) Jetbikes again since everyone is taking 6 bikes and Eldrad as allies I fully expect them to increase the minimum squad size and possibly put them back into fast attack while moving shining spears into elites.
3) Runes of Warding. This will either be gone completely or become a 24" or smaller bubble.
4) Warwalkers and Wraithguard mainly because they are the current models that sell so they will want you to buy the stuff that doesn't. I could see them making similar weapons twin-linked on warwalkers again to make them less str6 dakka platforms.
5) Psychic powers. We will be forced to roll for stuff and I can see them getting rid of Fortune since it has become so auto include.
IMPROVED & WISHLIST:
1) Aspect warriors: I have a feeling they will be improved across the board with points reductions and upgraded gear. I am hoping for some FOC swaps here through HQ.
2) Wraithlords and Wraithguard. Both of these units need additional wounds (wraithguard need 2 wounds) and better defense either through FnP or a Ward save. There's just too much rending, ap2/ap1, and cover removal to make them worth it.
3) Skyfire and Intercept: I'm hoping that Dark Reapers, Swooping Hawks, Wraithlords and Falcon Gravs get access to these rules in addition to our new flyers.
4) We need an assault transport! This can either be the wave serpent or one of the new flyers.
5) The Avatar needs to be more viable without being OP. Not sure how to do this but either making him faster to get across the table (like the maulerfiend) or more durable somehow (make him a psyker?)
6) Let us take D-cannons on wraithlords and falcon gravs again.
7) Give warpspiders back their templates or rending.
8) Make Heavy Weapons platforms an upgrade that Guardians can buy in addition to their normal platform. This would take them out of the heavy slot where they will never get used.
9) Get rid of Wraithsight.
10) Make Autarchs more survivable so they aren't such an easy Slay the Warlord.

Kind of a silly one, but I'd like to see Avengers get grenades, just since they're on the model.
I agree with Warlocks becoming like Wolf Guard/Necron court, they should be able to split into other squads, supports the fluff much more than them fighting in squads of other 'locks.
Wave Serpent needs to be cheaper. For what it does right now, I think 75+weapons (most of which need to be cheaper, especially Star Cannon and Brightlance) sounds fair. Improved vehicle upgrades are a must.
I'm excited about what our Warlord traits will look like. I've loved the Tau and Daemon tables for those, so ours should be fun too.
If not an assault transport, then a special rule for Banshees letting them assault from Serpents. I want my Banshee Bomb back!
I'd expect a point increase on Fire Dragons, but decrease on most other Aspects. Avengers should be maybe 10 ppm.

I bet that they will have a table for farseers that looks like this:
Primaris: Doom (1 Charge)
1-2: Guide (1 Charge)
3-4: Mind War (1 Charge)
5-6: Fortune (2 Charges)
In this case, I hope they allow farseers to be increased to psyker 3
It might be kind of neat for warlocks to be treated as psyker 1 instead of auto-on powers, but I hope that they are slightly better for it. like Destructor is S6, Conceal grants Shroud, Embolden increases L by 1 to 10 max and reroll failed Ld, Enhance increases WS/BS/I by 1.
Conceal needs to grant shroud at least.
I have mostly aspect warriors, so I am REALLY hoping that I can take 1-2 or more as troops, or even make them scoring units via an Autarch/PL inclusion.
I like the idea of once aspect powers are purchased, the entire squad retains them even if the exarch dies.

General:
- Add in FW units
- CC wraith guard
- Flyers
Aspect Warriors:
- Night fighting
- Merge special rules (e.g. Exarch squad powers) into their default abilities. So Scorpions to get infiltrate, move through cover, and stealth as standard
- points drop for Reapers and Spears
- DA get twin linked weapons
- Laser lance is a power spear that is S6 AP2 on the charge
- Spiders get template weapons
Armoury:
- Shuriken catapults get 18" range
- Shuriken Catapults and Cannons get pinning
- EML Krak round changed for Haywire, includes option for Skyfire
- Starcannon gets the same stats as DE Disintegrator, or gets a boost (e.g. S7 AP1 Blind)
Stuff:
- Guardian Jet Bike units let you take Vypers outside of FoC
- Guardian Defenders let you take Support Batteries outside of FoC
- Storm Guardians let you take War Walkers outside of FoC
- Get the missing Phoenix Lords
- PL's get a big price drop
- Eldar psychic powers all come with a 'free' always on passive mode (a bit like warlock powers) as well as the effect that uses warp charge

I want to see something alont the lines of how Marks of Chaos work;
1) An HQ ability to let you upgrade Guardian Jetbikes to Wild Riders.
2) An HQ ability to let you upgrade Wraithguard to troops
3) An HQ ability to let you upgrade Rangers to Pathfinders
4) An HQ ability to let you upgrade Guardians to Black Guardians
5) An HQ ability to give all of your Aspect Warriors preferred enemy, OR to give them outflank and acute senses so you can do the bulls-of-the-horn tactic that was described somewhere (maybe Apocalypse)
For me, it is about the flavour of Craftworlds being restored, not cool powers, abilities and units.

Well, HQ unlocking or beefing units is not really new but may help to provide a wellrounded codex. For me, the basic issues are the overpriced vehicles, the availability of fortune, and the weaknesses of troops.
