My gaming group treats the line like a blast template when it comes to multilevel structures. IE the firer must nominate the level that it hits and models on other levels are unaffected.

it can hit models in CC as it is 1mm in width thus making it a "template"
it may not chose to fire at units in cc, but this does not stop it from hitting them

Blast templates can not target a unit in cc, but the scatter may cause it to hit them
(and another debate, perhaps simply placing the template over another unit close to 2 units in combat could cause hits on units in CC)

the only thing i would dispute is if someone is trying to fire tesla into CC which is clearly illegal (as you may not shoot at a target in cc, THOUGH THEY CAN BE HIT BY FIRING ATTACKS)
