It becomes an issue of balance when you take out the random element. Chess is a two player game where the pieces are the same, the board is the same and there is only a set number outcomes.

If you take the random out of 40k. The armies will only look different. They will all have to have access to the same units and abilities. If you don't then the game because a series of constant updates just to try and remain in balance.
