I work in an industry that deals with the Payment Card Infrastructure. As has been stated there are fees associated with accepting credit cards at a business, you usually also have to consider the hardware and service cost for a vendor to rent you equipment that can process payment card transactions. This usually costs from thousands to tens of thousands (or more), depending on the scale of the business. The big thing is penalties if any cardholder data is compromised. The payment card council fines very heavily businesses that have cardholder data breaches.

We just have a minimum purchase of £5 with the card, which people can break if they are willing to pay a 50p admin fee. So basically we'll take cards for any value, but for anything under a fiver we charge 50p.

Never had a complaint, and often folks will grab a couple of choc bars near the till to go over the five pound threshold. We had to implement it as we had folks trying to use them on £2 spends, where you are in effect loosing money.
