I agree with Coyote81, using them to get cheap LR's with the variant of your choosing is the most comepitive at the moment.
I still wouldn't run Tactical marines in the current dex.
I'd use scouts for home objectives and the ASM's on offence.
Some niche little builds for the assault marines that, while not amazing are still worth a look and may give you something to think about:
Anti Infantry Build: 130 Pts
5 ASM- Flamer, Serg with 2x Handflamer.
Anti Mech Build: 140 -145 Pts.
5 ASM - Melta Gun, Serg with 2x Infernus Pistol (Melta Bomb optional, usally not needed.)
Anti TEQ Build: 150 Pts
5 ASM - Plasma Gun, Serg with 2x Plasma Pistols.
These are mostly suicide squads but will take out what you want them to. They have to either Deepstrike or be coming out of LR's to do their job. For instance if you run all standard pattern LR's you might lack anti light infantry firepower, You'd pick up some flamer squads to throw wounds out. LR crusader builds might lack the anti Mech or TEQ.
That said I still think there is some viability to Razorspam with the BA, not as good as 5th Edition but still viable.

I still prefer tac marines to scouts, but at this point we are just pushing deck chairs around on the Titanic.

I've played and had great success with BA troop heavy lists while running my Raven Guard. Originally started to get my jump pack command squad, now it fluctuates to my whim, If I want TFC's and a libby I play them C:SM, capt with JP's and DOA vanguard, C:BA. For my troops though, I played a lot of 10 man tac in drop pods, with melta and lascannon, sgt gets a combi-flamer in the start of 6th. All designed as a base for my Sternguard vets backed up with Sang priests in pods. Worked quite well until the last two Xenos codex's hit. Since then, I've shifted to small squads of ASM in free pods with a meltagun, stormshield and combi-flamer on the sgt as a base. Though where at the beginning of 6th i was running 3-4 tac squads at 660-920 pts. I've begun resorting to just a couple of 5 strong ASM in pods closer to 300 pts to give me more in my elites, FA and HQ choices.
Not top notch to be sure, but thats where I get the best mileage out of them against the new codex's and ally/old codex builds.

Sure, there will be times where the scouts end up being more cost effective than the tac marines, and then will be games where someone gets a heavy flamer in your backfield. Neither option is really amazing enough to go, "Oh, that one is clearly better!" And neither one really stacks up well against, well, most other troops choices. The quote, "There is a certain quality to quantity " is for sure the case in 6th ed, and the BA are one of the worst at that.
