Depends on if you want to play in tournaments(which are a lot of fun)
The official conversion rules are that model has to be based on the original model, and it has to be obvious what it is. if someone can't figure out what the model is at a glance its not acceptable.

I ask because i have the island of blood box set and really love the Skaven leader. Id like to use him as a caster since i do nothing with him at all, that whole set is on the spru still under my desk.

In a competitive environment, the rules for conversions and counts as are much stricter than in other games. The formal rules are that any conversion must contain at least half of the unmodified original model, be instantly recognizable as that model (ie, it takes a player familiar with the faction 5~10 seconds to figure out what a model is supposed to be) and that it must be on a correctly sized base. The first and to some degree the second have some flexibility depending on the quality of the conversion and the opinion of the tournament organizer, but the third is set in stone since base size has an in-game effect. Thus in a competitive environment, proxying the Skaven leader as a warcaster would likely never be excepted. You could use the parts in a conversion, but a direct substitution would never be allowed.
In a casual setting, it depends on your group, although more players are ok with proxying for testing than proxying as a long term solution, and many outright follow tournament rules even for casual games.

Warmachine in general is a more competitive game. Even people that don't play in tournaments will often use the official PP tournament packet for their games, as the game is intended to be played with scenerios. There is often almost no difference between a casual and a competitive game.
To be safe, ask the group you will be playing with.

Thanks for the heads up! Im just going to trash that idea. Lets say i bought the two player box use what came for circle and want to expand on it. Lets say tool it up for a 25 point list, what should i add/take away. Also id like to play to circles strenghts and use there tele skill.

Swap the Argus for a Gorax, drop the Winter Argus, get a Stalker and Stones with UA.
With the Skinwalkers and pKaya that is 25 points on the nose.

For casual play as long as something is easily recognizable off the bat, it usually isn't an issue. The official conversion rules can be pretty strict though. I tend to proxy a lot but I don't especially like when folks substitute models wholesale for somer eason. It creates a thing where the object I associate with rules isn't there and can be confusing.
And stuff.

I think they are strict because of Casters and epic versions.
No fair your opponent having a lapse in memory and forgetting you were using eSorsha instead of pSorsha and losing the game because of it. They shouldn't have to remember that you were proxying. If everything is what it looks like its much easier.
O' that crusader is actually the Fire of Salvation, and now he walks up and whacks you for killing his little friends.
