You must make a circle with as many models as will fit. There is no rule in RAW about table top showing it only requires that the maximum amount of models be placed in it. If you want to be fairly accurate about it technically if there is going to be any space between models that space should be evenly divided between all the models to best form a circle. If at the end your circle is incomplete due to impassible terrain and you have models left then you must admit that directly due to impassible terrain you could not deploy the models in a circle as instructed. If you cannot deploy as instructed due to impassable terrain then the deployment is illegal due to impassable terrain and you mishap.

I voted yes, I believe there is undoubtedly a mishap. That being said I am EXTREAMLY forgiveing of deep strike mishaps. If you have trouble getting one or two models in its no biggie, half the unit? Thats a different story.

My $0.02.

The order for deep striking is:
1. Place A model on the table where you want it.
2. Roll scatter and move as directed.
3. Place models in base contact with the first to form a circle. When the circle is complete then you start another circle around that.
4. Check for mishap. If any of the models couldn't be placed in the circle for various reasons (model(s) in the way, impassable, off table, etc) then the unit mishaps.

Because you check for mishap after placing the rest of the models from the unit then I'm going to say you mishap.
