I collect Eldar and Imperial Fists. Background wise Fists are originally siege specialists so Vindicators would be a fluffy vehicle as has been said. However, they are a codex chapter so are tactically flexible. Yellow looks awesome but can be hard to paint. Not played them in 6th so can't really say what good units are.
As far as Eldar basic units go, Guardians are awesome (and shooty). Jetbikes are generally considered to be one of the best units. As you play a lot of marines you could look into Dark Reapers (long range AP3 shooty).
You could always just stick a pin in a list of names. If you don't like your army later, get another one, then end up with a respectable collection of half painted armies like many.
Assault might be all the rage in 7th ed. too. I tend to just go on whether I like the models.

Well I've been doing some thinking.... I currently have 2 tactical squads (effectively in boxes still) and 1 assault squad. (ohh and the BA codex off a friend) I really like the Blood Angel fluff and the units they can provide (sanguinary) plus their paint job is nice and bright... Should I just aim for a tactical foot slogging army with assault squads to provide distractions??? Effectively a gunline BA army..... Is there any fluff I can read that has a focus not on assault squads? Thanks for all your ideas, any more suggestions please post them

Who says you have to copy an army from any codex? Make your own chapter, it's more fun. You won't be wishing you had the new stuff, but hesitate because it's not in your codex.
my current DIY army is my chaos space wolves. sometimes i play one codex, sometimes another. plus i can be as creative as i want with the paint scheme

Ahh, the eternal question...
From what you've posted, I'd recommend Tau, or some form of Space Marines (pick a codex, any codex...). Both can be tailored to an infantry-heavy, shooty build (although Tau would take to this more easily, admittedly), both are as close to "good" as any faction in 40k can get, and both have an abundance of bright (and easy) paint jobs to choose from. In terms of models, you already have some Marines, that said some of the new Tau stuff is very pretty.
Bear in mind that once you make a choice, you'll grow to like that faction more, because then it's no longer A faction, it's YOUR faction. So toss a coin in the shop if you really have to, and chances are it'll work out. Conversely, there's nothing (barring dollars) stopping you collecting other armies once you start your first one.

Yes ok, thanks very much for all of your suggestions it has been extremely helpful.
I think I will go with blood angels regardless of the assault aspects and issues. They are by far my favourite paint scheme and my favourite models after look through all of the factions suggested. Tau came second in this case.
I will probably use the tactical squads I have and then expand from there...

Honorable is a bit of an ambiguous word. Take the CSM Alpha Legion for example. Their Primarch is (allegedly) still loyal to the Emperor but sided with Horus to save Humanity. Although their tactics might also create some issues with their 'honor'.

Mech armies tend to be more expensive because you're spending 50-80 bucks on a dinky little 50 point transport for multiple units. In some cases, like parking lot or Raider Rush, it's going to add up to be hundreds of dollars extra.

A good race fightijg for their cause? Well that rules nids out. As for the rest it depends on whos side your on for whats good.
Ultimately pick a race that has cool looking models to you. Youll enjoy it more even if its slight less competitive because you love the models. I run orks and tau. Orks are fun tau look cool. I played them before the new dex so ot wasnt a bandwagon jump...in fact they SUCKED previously aside from broadsides

Honourable and good in WH40k?
The Imperium are sometimes seen as the 'good guys', but they do things that make Hitler look innocent.
From what I read you could try Tau.
They fight for their 'greater good'.
It's not that hard to stay away from their vehicles.
Fun to play is subjective, everyone finds a different army fun.
You can't get shootier than them.
I've seen orange/yellow/blue Tau and they all look good and bright.
They are not DA or GK! But they are an 'easy' army.
I like how you prefer shootier lists with no armour and then mention BA and Orks.
They really need some AV on the field to have a shot at doing okay

This is becoming my stock comment to threads like this.
Read the fluff, look at the models and find the army that you can have a connection with. If you can't develop an attachment to the army, then your not going to be happy with it and will waste a lot of money switching armies.

What is your definition of honour? There are some certain, we can't name WWII factions that had honour. As was said before they look tame compared to what the Imperium of Man has become in 40K.
The only race that is not really good/evil but neutral would be Nids. Is a Great White Shark really evil? What about a Lion in the Jungle? Are they evil or kill so they can survive? They don't seem to be your criteria so maybe Tau. They are less evil than IoM. Basically they are like IoM, it's our way or no way. At least with Tau, if you are an alien race they will still accept you into their society, while the IoM will just eradicate everyone who is not basically human.
Tau can be very honorable. So how about Tau?

Tau fit the first five roles you wanted, however you will be hated as Tau are often considered not grimdark. It is vary easy to have a strong foot soldier army with the latest edition.

From most of your "hit list" items, i'd recommend Eldar, Tau, or both (allies - they are battle brothers), or Tau allied with Farsight Enclave (which is like specialized Tau). Possibly Eldar allied with Farsight enclave (or vice versa).
I think any of those combo's hit just about all your wants.

Personally, I picked the Ultramarines.
I 1st fell in love with their culture and beliefs after reading the books that Graham McNeil wrote, and loved them even more after reading a lot of their books in the HH through Guilliman's eyes.
Probably THE most honorable chapter out there, as far as Space Marines go.
They are one of the original 20 founding chapters of the Space Marines, and have created a total Empire that is not a "Grim dark" reality of the Imperium. It is probably the most prosperous empire the Imperium of Man has.
Plus, they are a bright blue.
They can run as a gun line, a semi-decent assault army, if done correctly, and their Primarch wrote the rules on how Space Marines (for most chapters) fight in the 41st millenium.
That would be whre I recommend you go. Great fluff and story behind them.

Orks might be a good second army, but I wouldn't start with them unless you really love them.
Eldar are a good foot army though they are better with vehicles, especially while learning, however guardian heavy army and guardian jet bikes and wraith knights backed up by aspect warriors world be colorful, and could be very fun. If I hadn't started dark angels earlier this year I would have built an Eldar army. Due to the fragileness of the army it can be difficult to learn with, but the wraith knight should mitigate that.
Tau, are excellent shooty, and have some of the best infantry out right now. But I imagine would be kind of boring, once you learned the army, rinse with fire, repeat. In the past, they were suckers starter army, and most people that started with them list a lot, and left the game. But I don't know about that any more. They do trend to be very mono-cromatic.
