I'm just gunna throw this on here, not sure it's the best, but...
SM captain
Bike
Relic Blade
Artificer Armour
SS
Melta Bombs to bring it up to 200
T 5, has a lot of mobility, Assault Terminator defense, can hit with S 6 ap 2 (I think) on initiative, or you could swap out the Relic Blade for a TH for even more similarity to a terminator on a bike.I think this build could do well.

The best HQ you never see in the HQ section, not so sure it stands up in a battle royale though.

Not sure if its THE best but I think it will outright murder another hq.

Yours seems better for supporting bikes, THIS is true hammernator support. Sure, why waste I 5 with a power fist that is only 2 str higher than RB? AP 2, and your hammernators can also use some poison 2+ shooting to help with those MC before the assault.

Gonna have to agree with Peregrine here - Elysian Company Command Squad in a Dedicated Valkyrie. Slap a couple of meltaguns on it with the spare points and let them mop up what the Valk doesn't put down.
