Why would a TO come down hard on a rule that is clearly in the rulebook? It is not vague. It doesn't require interpretation. It is as plain as it can be.

From the Warhammer 40k Rulebook FAQ:

Q: Do units that are transported in a vehicle that MUST start in reserves count toward the number of units that can be placed in reserve? For example, must I count the units in a Drop Pod or Valkyrie toward the 50% of units I can place in reserve?

A: No.
