VS counts as firing a weapon in the shooting phase. Does that mean it uses BS? No. That it 'counts as' is not exactly the same as 'is'. PoE says it 'counts as' a shooting attack but does not use any shooting attack rules at all. Is BS being used when you don't follow any of the shooting rules?

Whilst the weapon does not require a BS to be used, there is a requirement of the model to have a BS higher than 0 in order to use the weapon.

Note that on the "Zero level characteristics" and the FAQ's that refer to Bs0 it mentions the model not being able to make shooting attacks. It doesn't matter that the weapon might not require a BS.
