Its really not about being broken, its about having one or two units that can really mess up your opponent. There is almost no good reason to take a valk because vendettas are probably one of the best, cheapest and hardest hitting flyers currently in the game

Basically, any Codex somebody happens not to like. Think "NO ITEMS, FOX ONLY, FINAL DESTINATION!" but in 40K.

release a new book give them some ridiculus units and watch all the power players buy them. and when sales start droping do it again.
broken codex or codex creep its really all the same.
5th edition was all about CC now 6th is all shooty

5th edition was all about mass transports and mopping up the survivors actually...
3rd edition was the big Close Combaty edition, back when you could assault out of any transport - even strait through those little vision slits on the front of the model! And you had things like BA's & Dark Eldar with their 1st turn 30" charge range.
Plus you also go unit hopping by simply consolidating strait into the next unit and thus completely avoid your opponent's shooting phase if you were cleaver enough.
Nothing over the past decade has come close to the assault shenanigans of 3rd!

There are two ends to broken.
Broken as in the Codex contains a lot of units which are under costed for the points and their impact on the game.
Broken as in the COdex has one or less playable builds because the units are no effective for the points.
