Technically, no. "Character" refers to any model with character in its name (which is why you have things like "Beast-09, Khador Character Heavy Warjack"). You could theoretically have a non-character model with FA:C, althogh it's unlikely to ever occur.
FA:C refers specifically to characters as it limits the number of models with the same name. Otherwise it's FA: 1.
