How about Shrike hanging out with BA and infiltrating a whole bunch of melta on ASMs? They can't assault but they can start melting things immediately.

Not sure yet. Ultramarines rules are harder to relate to the others because of the activated turns. BT seems a bit weak. Raven guard could build some really cool stuff, IF is just a good general bonus. White scars strikes me as the best - bumps bikes from good to great, and hit and run is actually an awesome rule for any unit, assault or shooting.

That's really the problem with the Ultramarines tactics. Individually they are really good, but you only get them on 3 out of ? turns. The rules for Calgar pretty much force you to take him in order to make the UT chapter tactics worthwhile.

Marneus Calgar is referred to as "one of the Imperium's greatest tacticians" and he treats the Codex like it's the War Bible. If the Codex is garbage, then how bad is everyone else?

White Scars got a real boost it seems, with Khan giving the the army scout, and combined with the White Scars +1 jinx save and +1 strength to there Hammer of Wrath of attacks on top of Hit and Run, they have a lot going for them.
