I don't have a problem with those threads so long as the OP provides some unique details about their preferences and dislikes. It also helps when they have made an honest effort and narrowed the process down to two... maybe 3 strong contenders.
The threads become annoying when it is:
Hi I am new to 40k and need help choosing an army. Can someone give me a break down of the strengths, weaknesses and play style of each army? THANKS!
.... at that point its like, well you made zero effort why should we spoon feed you information that can be googled/searched for in the forum.

QFT. These threads in of themselves are annoying but as above, if genuine effort and interest is expressed I'll help out if I can.
Its the caps locked one liners that do my proverbial nut in.

I haven't seen anything like that. Dude, I can't make hide nor hair of /tg/, and I'm not even sure what the hell "/tg/" refers to. I seriously, seriously, seriously hate the internet. I know I'm just a flickering light bulb away from being Amish, but I can't make heads or tails out of any links I've been given to that site. I certainly have never seen this ordered breakdown you're referring to. Perhaps you could provide a link?

I'm glad you mentioned this. I was thinking the same thing. Now I understand some people want the army that is considered the best. But some of these people really need help deciding what army they would like. Man that seems odd.I pick whatever force suits my personality.

That doesn't always work though. You do need some knowledge of the game to make a decent decision.
Tyranids look cool, yeah I remember genestealers being awesome. This is going to be the best all out rush forward, wall of death, close combat army ever!

So from that link you're in the category for Warhammer Tactics articles, all the links there are the stuff you want, so go through the list and find... let's say we're doing a Sisters of Battle army. We find the SoB 6th edition tactics article and click the link: http://1d4chan.org/wiki/Warhammer_40,000/6th_Edition_Tactics/Sisters_of_Battle
This leads you to a normal wiki style subheading tree, an amusing "Why play X" paragraph and then that detailed break down of special rules, wargear and a unit by unit analysis. The final heading contains common tactical methods for employing your new Sisters against the Emperor's foes. (Like Chad, the cheeto dusted Orc player at friday night 40k)
/tg/ is 4chan's Traditional Games forum, and the repository of all things neckbeard.

Perhaps I should add 'tiniest modicum of professionalism and technical writing ability' to my list of criteria for an army breakdown page.  My bad.

 Hahaha. The guys who write that stuff are gamers in the end. Sure the most raging fan boys for each faction maintain those pages, BUT the ifno's usually pretty solid and it tends to avoid or at least warn you away from excessive cheese. For contested suggestions like the new Centurions suck and are over costed, counter points are provided.
Again except for the Godhammer/Godwin pattern Landraider which is pretty much universally despised by / TG/
