No, I guess not. It says ''Two weapons from the following list...''. Taking a weapon twice is not an option if you ask me, and this is how we play it in our RTTs. As a good habit, better don't overextend the rules.

From what I recall, most people figured that because the Tesseract Vault's power/weapon selection specifically said, "Take two different powers" and the super C'tan's just said, "take two powers" (no mention about how the powers had to be different), that it was an indication that powers could be taken twice.

Though, I do normally agree that people should play by RAI, in this case I can see why people are going with RAW here.
