Grim is the first Republican to hold that district in over 70 years. He likely only got elected because backlash against Obama/Democrates in what looks like a working class area in a large city ( the district almost unanimously voted for Obama in 2008 but had a near 50-50 split in 2012).

His ability to stay in office will depend on the attitudes of the district which could easily swing back Democrat.

Its more complicated than that. Grimm's District was not originally District 11, but District 13. There was a lot of redistricting prior to his reelection, seemingly designed to keep Democrats in office; Charles Rangel and Yvette Clarke in particular.

Police can't do anything. It happened in the United States Capitol building and during an official Congressional function so no one in the Executive branch can touch him. He can't even be sued by the reporter. This will have to go through an ethics review (with the other stuff) and the House will have to punish him.

The reporter can sue him, he just won't necessarily (read: probably wouldn't) win the suit. The state cannot be sued without its permission, due to sovereign immunity, but individual members of the state can be sued as individuals if they are acting outside their authority; which Grimm arguably was.
