I gotta say, I think that DE have plenty of tools to take out Eldar. The one build that DE will struggle against is Serpent Spam, and even with that a wych-heavy, assault based DE list will in turn wreck the serpents with Haywire. Here is why DE should scare Eldar:

1. Cheap, easy access to Dark Lances. Without a Serpent Shield to downgrade those pens, vehicles will go kablooey. Which then leads to number 2 below.
2. Poison. You were banking on your wraithknight/lord/guard to to the heavy lifting and win you the game? Turn 1 dead to mass poison fire that can reach out and touch you from 36". Or, once those vehicles were popped from Dark Lances, the poison cleans up the messy insides.
3. First turn/night fighting combo. DE are the glass hammer, it's known. If they get first turn, deliver their alpha strike, then get improved cover saves from the return fire due to night fighting, you're essentially getting hammered for an extra turn of shooting with little reprisal.

Having been on both sides of the coin, I can say that as an Eldar player my first priority when facing DE is to destroy the Dark Lances. After that, the Splinter Cannons (venoms). If you're playing against a beast pack, try to kite it around while you shoot at everything else. Eldar are just as mobile as DE, don't get caught flat-footed.

The thing is, first turn, serpent shields are up, and therefore turn those lances (who need a 5 to pen) will be downgraded to glances 83% of the time...until the Eldar player unloads the shield into the ship that tried to lance it.

100% true. However, glances are just as good T1 with only 3 HP. Just have to focus fire to whittle them down (I know, easier said then done). However, this is the proven method. Just check out Skari on Skaredcast (youtube), he posts a lot of DE vids. When he is able to knock out at least 1 serpent per turn against eldar he's had success. If not, well, bye bye DE.

I personally fix this issue when playing my DE by being dirty and allying in my own Eldar to get a few Serpents. If you can't beat em, join em...
