I think the problem is that it doesn't say to post a list in the opening post.

Also is forgeworld, dataslates, Stronghold Assault, and Escalation allowed? By default the answer is yes according to GW.

For the list building portion are you using the opening list? Also SoB should probably be added. It is just too sad if even we forget them.

Actually perhaps the initial post explaining that you are trying to create a theoretical shifted meta tournament with a 1 ban unit per army and would like list ideas and opions of banned units for such in the very beginning would focus attention more. I think people do not like hearing what they cannot do and so skip it.

Yeh true my communication of the intent could have been better.
FW, Data slates, Stronghold assault and escalation I should have said yes or no to as well. You're totally right there. Big oversight by me.
Considering I have never played against sisters and have never seen the dex, I would need other peoples opinions on their banned unit, but shouldn't have overlooked them to begin with tbf.
I think also an issue that confuses people is that they are so used to seeing posts trying to 'fix' 40k, that as soon as a thread which even alludes to 'balance' is mentioned they put on blinkers and fail to actually see what the post is asking.
Its a pity because I have really enjoyed list compilations in the past where a set of restrictions were adhered to.

1. No allies.
2. Are you saying it is impossible to build an IG army without vendettas? An ork army without lootas? Well thats the entire point of the ruddy thread... to make you think of different builds for these armies if one particular unit is taken out of the dex.
3. Its a challenge not a fix. Treat it as such.
4. If worried that tau and eldar can still outshoot everybody - why not just build a list with one of those armies? Ok you're not really challenging yourself, but at least you are giving it a go, rather than reacting like the majority of posters so far screaming 'HERESY -IT CANNOT BE DONE. IT WILL RUIN OUR GAME. NOOOOOOO!'
Everyone don't worry - im not suggesting these are banned really. Im just asking what you would take to a tournament that does ban them. Citedel minitures are still producing them, you can all calm down, they will still be avaliable irl :-).

Number 2 is the crux of the issue where some armies are more hampered by the loss of certain units than others ESPECIALLY in a tournment setting. In an every day meta losing lootas from an ork army might not have that significant an impact on the ork player's abilities to play and have fun. Tournements are more about winning, though. If you take one army, cut off its only decent long range fire power you are seriously crippling its abilities in a tournement setting, while taking away a single weapon from an army that has a dozen such weapons impacts them not in the least.

For number 4, as a player I don't want to buy a completely new army for a tournement because the tournement owner felt the need to artbitrarily ban units from each armor to "mix things up". Instead I will just not bother to take part at all.

No one is worrying about them being banned for real, just answering to your specifically asking what people think about your idea of banning like this. Overall I would say people think your idea is a bad one, but you keep coming back to "I'm not really trying to ban things, but just want people to think about it" point which doesn't change the responses you've received at all. Even if you are not "really" banning anything, your idea for the random banning of units is still a poor one. There is already little enough balanace in this game, especially in a tourney setting. Your plan does nothing to improve the meta of tourney and everything to cripple some armies, while barely affecting others. If I were looking into joining a tourney I wouldn't bother with one run under such a plan, because it makes no sense and will make tournement success evne harder for the non-top tier armies.
