Everyone don't worry - im not suggesting these are banned really. Im just asking what you would take to a tournament that does ban them. Citedel minitures are still producing them, you can all calm down, they will still be avaliable

Number 2 is the crux of the issue where some armies are more hampered by the loss of certain units than others ESPECIALLY in a tournment setting. In an every day meta losing lootas from an ork army might not have that significant an impact on the ork player's abilities to play and have fun. Tournements are more about winning, though. If you take one army, cut off its only decent long range fire power you are seriously crippling its abilities in a tournement setting, while taking away a single weapon from an army that has a dozen such weapons impacts them not in the least.
For number 4, as a player I don't want to buy a completely new army for a tournement because the tournement owner felt the need to artbitrarily ban units from each armor to "mix things up". Instead I will just not bother to take part at all.
No one is worrying about them being banned for real, just answering to your specifically asking what people think about your idea of banning like this. Overall I would say people think your idea is a bad one, but you keep coming back to "I'm not really trying to ban things, but just want people to think about it" point which doesn't change the responses you've received at all. Even if you are not "really" banning anything, your idea for the random banning of units is still a poor one. There is already little enough balanace in this game, especially in a tourney setting. Your plan does nothing to improve the meta of tourney and everything to cripple some armies, while barely affecting others. If I were looking into joining a tourney I wouldn't bother with one run under such a plan, because it makes no sense and will make tournement success evne harder for the non-top tier armies.
