Really MFA is converting your units in a way that they take advantage of the ruleset. Four STs has no advantage over the ruleset. 4 Stormbolters on one side of a bastion does.

Changing a battlewagon to have all treads provides absolutely no advantage at all. Modifying the same battlewagon to be 8 inches longer does.
