GW, fix what is broken, listen to the people this time around. Add a little fluff to give what was introduced a solid back story and for the love of the emperor balance these things out a little bit?

I'd be willing to cop some fairly large fluff tweaks for a really balanced and intuitive game. Fluff is important, but can always be worked around.

Minor fluff changes? Sure. Fix the rules (or rewrite them, don't care) to where its a somewhat balanced and well written set and let the new owners do a little something with the fluff. I'd be good for that.

If I was a new owner of the IP, I'd either go 5K into the future of 5K into the past so that I could write my own fluff without violating the loyalty of fans of the said IP.

Just our luck, they (the new owners) rename it 50k, 10, 000 years have passed since 40k, the eldar have been wiped out, space marines had infighting amongst the chapters and only rag tag remnents wander the universe, cypher reached the emperor and slayed the husk of the emperor with johnsons sword, the eye was shut with the sacrifice of 100, 000 "blanks," the tau and tyranids have taken larger parts of the universe, countless necrons have awoken and enslaved much of humanity, several new races appear, and the squats return in force!

Adding characterization is vastly superior and much needed to fix the bland and complete generic nature of oldcrons. Necrons are now a very unique and pragmatic race that stand out from the others, which is not bad in any way, shape, or form.

The new fluff might not be ideal, but at least it's better than the awful old fluff where Necrons are just Tyranids with metal instead of flesh.

I am for the Necrons having character, but the character they got just kills the atmosphere for me. I.e. page 20 of the necron codex: "Combat efficiency remains at seventy percent of acceptable parameters. Further data is necessary to complete the required optimization."
And just look at the Quotes on page 21 and page 23.
When I read the above quote and Zahndrek's quote on page 21, I cannot help but read it in a nasally nerdy voice. It is not intimidating at all. Imohteks quote on page 23 is just incredibly cheesy in the first paragraph, but the second is a lot better.

I really like the beginning of the fluff, concerning the War in Heaven, the C'Tan, and biotransference. Of course the battle scenes are always cool, Especially the necron warriros phalanxes coming out of the red ocean. Just listen to the description of the warriors: "...the first wave of Necron Warriors emerged from the blood-red seas. Brackish water streaming from their bodies, the soulless androids strode across the obsidian sands, each marching in perfect unison with every other, save for where circuitry misfires caused an involuntary twitch or stumble."

I would imagine something like the Gravemind from Halo would be more suitable for these guys. i.e. "This is not your grave, but you are welcome in it." Imagine if the Necrons sent something similar to that to humans living on one of their sleeping tomb worlds- rather than an honorable or "generous" offer to leave? Of course, I'm not suggesting they should rip off from Halo.

In short: Giving the Necrons character is good, but it is mostly GW's attempt to make the Necrons look intelligent through excessive use of "intelligent" words that kills the character of the Necrons for me.
.
Everyone has their own opinion though. Anyway, we best stay on topic. I'm sure there is a thread about Necron fluff already.

The only problem I see here is a lack of exposure to Science Fiction. Necrons are decent as of now and behave like they should. There's no reason why Necrons should not talk in an "intelligent" manner when they're trans/post"human" cyborgs. There's no reason why they would even invest emotion like the Gravemind of Halo when, to the Necrons there is no point to intimidation. They're so incredibly advanced that were they ever to fully awaken, they'd flawlessly crush everything in W40K save Chaos, a single Cairn Tombship is greater than a whole Imperial armada. They don't care about anything really- all the other races are woefully beneath them in power. Besides, cyborgs speaking like computers is a trope that dates to the first automated voices. You might as well complain about the lines the Borg and Cybermen spout.

Or someone like disney buys them, brings the games down to a g or pg rating of a game, gets rid of store locations, changes the models & art to a more cartoonish look like the INFINITY figures for console games, and makes some cartoon or animated movies.... r.i.p. gw as we knew it (alas, poor star wars, I knew it well...).

I'd love a complete overhaul and rewrite. Fluff changes are fine, as long as it still feels like 40k. I think with GW's size they should even do an overhaul as a parallel to the next edition. Then see if there is a big uptake, or if people want to stick with the usual WS, BS, T, S, you-go-I-go, weird cover save vs armor save vs AP, etc.

I wouldn't mind a major rules overhaul since I think the game needs it. When, for example, your morale rules are designed so that the most common, iconic army in the game needs special ad-hoc rules for them, you can say they're not well designed.

I wouldn't sweat fluff changes as long as the tone is maintained, like if they make some changes to space marines so they match their tabletop performance a bit closer, but nothing too major.

rules aren't that great, but allmost everyone loves the fluff so keep fluff (or minor changes) but change the rules.

Start from zero and build an entire new edition, new codexes, maybe a new playstyle. Less turn based, more action-reaction

Dakka is the ork word for shooting, but the ork concept of shooting is saturation fire. Just as there is no such thing as a "miss" in a target-rich environment, there is no such thing as a "dodge" in a bullet rich one
