Yes models toughness, and if you read the rulebook you would know that the modified toughness from bikes and the like counts for instant death.
Also a bike chapter master is still good until it moves for the cover save. So for example when I am going second(white scars) I have my chapter master in front tanking for the unit after the scout move. Then he goes off and joins his actual unit. No jink save so no cover save ignoring shenanigans.
And if he spent a good chunk of his firepower on centurions my bikes are going to be assaulting my first turn(when going second)

Don't think he mentioned a bike, just a Storm Shield. Also, if the Captain was on a bike and T5, he would not have to consider Majority Toughness, only if he was on foot and T4.

If you were talking about mine, I figured it out when I was taking(and still am) the inquisitor for the scout book. Then I was like how I am going to face tau going second? Well why dont I just have the bike commander tank.....O gak he has scout. WOOHOO
