Yes, they are worth having. The biggest thing I see is the way people treat the Reanimation or We'll be back (old school!)
Why?
Ignore that rule now let me tell you about a mythical army.
First off , they're not really great in CC, but they have one of the best HtH units in the game.
2nd the entire army excepting a few units has feel no pain. They can even improve it so that it's on a 4+.
Next up their basic troops that are cheaper than Marines have feel no pain and a Rapid Fire weapon that glances on sixes.
The army has one of the best fliers in the game that's bought as a dedicated troop transport.
It has the option to make it nightfight rules at least possibly twice if not more during your opponents phase.
For 270 points you can have 3 units that in total put out 12 St7 shots a turn , that are twinlinked, and on a 6 have the possiblity to produce 2 more additional automatic hits, then they get 6 shots total of ST6 that does the same thing.
Your basic troops for 25 points more can have a character that has a weapon that shoots 18 inches has 4 shots BS4 and on a 2 through 5 glances vehicles and on a six penetrates then add in that the basic troopers.
You can buy a transport that adds D3 troops to units that have suffered losses.
It has one of the best CC characters in the game with the ability to Swoop Attack at S7 Armour Bane, then charge w/ D6 St 6 attacks, then have the enemy character or model make an additional D3 attacks on itself on the unit its with with it's best weapon, Then gets 4 ST 7 attacks with AP1, and before that can shoot twice at ST6 w/ the possibility to add in more attacks and out of combat has armour 13 and a 5+ cover save. Oh and it can move 30 inches a turn if it wants.
Then on the first turn of the game you can for 500 points make it so everything is difficult and dangerous terrain for moving, plus have a T7 Monstrous creature.
Wait there's more
You get arguably one of the best vehicles in the game for functionality and armour. Cheaper than a landraider, it can deepstrike. Certain units can disembark from it as if they were embarked.
So yes, you should play Necrons.

Tau and Necrons are both shooty armies yes, but they play completely differently and use entirely different kinds of shooting.

It's more efficient to use a night scythe. 2) You have 3 units who can fight at range on the table, meaning that most, you can target 3 enemy units. Like wise, as you only have 2 troops, you can hug 2 obj at most. I advise splitting them. They'll be more vulnerable, but you should cover more ground and acquire more targets. 3) What do you use your lychguard for? Deepstriking them is suicide, and so is foot slogging. You could use them as a counter assault unit, I suppose. 4) Annihilation barges should really be run in pairs. A single barge by itself won't do much. 5) I advise getting a Solar Pulse in there. You need that cover.
