This is probably the best solution. Allies are part of the game now, and people have built armies around them. It isn't really fair to punish them for taking allies just because they don't fit your version of the fluff. So instead, just let everyone ally with everyone and get rid of the ridiculous advantage imperial armies get from their tons of battle brothers options.

The reasoning was that with enough handwaving and counts asing you could justify allying just about any codex with any other in addition to balancing the game by leveling the allied playing field.
But what about stuff like Sisters or Knights with Chaos or Eldar with Necrons?
Simple, those aren't sisters or
GKs, but a warband of especially devout followers of chaos who strongarmed a chaos forgeworld into giving them armor, or a band of especially psychic chaos space marines, or those Eldar were mindshackled, or those aren't Necrons but ancient Old One war machines/Men of Iron the Eldar activated.

2k points isn't really enough to get that much out of dual

FoC allies where you're probably sinking at least a quarter of your points into just the bare minimum of stuff you need to have a legal list. And that's if you bare bones it all.
Want those
HQs and troops to be useful? You can expect sinking quite likely a full half your points budget into just your troops and
HQs before you get into any of the toys in other sections. More if you want transports.
So while someone who went with single
FoC or single
FoC+allies already started adding other things a few hundred (or even over a thousand) points ago you're still mucking about with mandatory units.
At this point you're rather unlikely to throw down 8 heavy supports or flood the board with 16 troops slots. If you want a reasonably balanced list you may not even have the points to field more than three slots worth of anything besides troops/
HQs.
Worried about 8 riptide Tau/Tau?
Don't be, even if he fit them all in at 2k points, he'd struggle to fit in markerlights.
