The one problem is the group of GK will still be disgruntled at the Inquisitor for such an arbitrary reason in their eyes to have deviate from their regular colors. The reason GK don't pain their armor is for reason as it says: "Their armour is left unpainted, leaving the silver-grey of the ceramite exposed. This tradition is thought to have originated from their desire to lead lives of absolute purity." By saying I am taking you and because you are suppose to be secret, paint your armor, would piss a Grey Knight off to no end to the point where they would basically tell the Inquisitor to go feth himself and leave. It's been done before when an Inquisitor is seen to not have the sense to respect the Grey Knights or their traditions. Kaldor Draigo does it in Mortarion's Heart and the Grey Knights do it The Emperor's Gift. They wouldn't follow that order and they would question the Inquisitor as to why and then refuse to work with them. They may be the Chapter Militant of the Ordo Malleus but they still have their independence.

Also, remember, Grey Knights are made with a gene-seed derived from the Emperor himself which is the reason why they are so incorruptible, it's not something they would let you have to start a new chapter and would cause a huge debacle about why an Inquisitor needs to start a chapter, both the Grey Knights on Titan and those of the Ordo Malleus would be highly suspicious.

In order to do this, what I would do is this, make a Justicar or someone else of moderate importance (Brotherhood Champion, Brother-Captain) who believes enough in the Inquisitor, one who would believe enough to go with him to start a small founding of elite hunters. This is similar as to how the Exorcists were founded. They used only a few Grey Knights and their gene-seeds but not a hundred.

Honestly i think you need to make the threat...bigger. Remember, it was only 100 Grey Knights sent to kill Angron the Daemon PRIMARCH. So, using that as a way to expend your fluff would be a good idea.

Just going to bullet point some ideas.

*The Scepter contains the captured essence of a Daemon/C'Tan/Perpetual/Important Eldar/Webway entity which cannot be allowed to fall into the wrong hands.

*The Scepter forms part of a Key/Map to open/activate/find a powerful Treasure/Doomsday Device(think Black Stone Fortress) Prison.

*Keiros is being played as a cat's paw by a more powerful Entity/Daemon/Psyker with plans to do some evil shiz.

*Emperor's Tarot/Divine Vision/Pact with Eldar have revealed the future to be threatened by something Keiros OR the Person he unknowingly works towards. (Think SSINDRIIII!)

*You could include other battles in your fluff, for example the first battle of the Executioners or even battles with other races.

Generally, just make things more over the top. As it stands now it seems an Inquisitor lost his grandpas walking stick and is starting crusade to get it back. At least have the walking stick be something fancy! I would also suggest having a 'power behind the throne' of Keiros, for example you could replace the young Necromancer with a Powerful Sorcerer of Chaos Eldar who is goading him towards *their* goals. The reason i say this is that the story could then progress somewhere rather then it being a 'whack-a-Chaos Lord' were as soon as Keiros hits the dust, game over. When if you have a secret manipulator, the fum might only just be beginning!

@ALEXisAWESOME,
Thanks for the great ideas! I love it! I'll definitely include some of those ideas! I'll post it when I'm done, but unfortunately I won't have a lot of time to work this weekend as I'm studying for finals.

It's all in the rolls.
