You're still reading the wrong thing. Shadows in the Warp has never had anything directly to do with psychic tests or perils in their latest codex.
Correct, it drops the Leadership of all models in a unit that has at least one Psyker in it.
A Centurion squad with Tigurius and Chapter Master. Bam! -3 Leadership.

Greebo had spent an irritating two minutes in that box. Technically, a cat locked in a box may be alive or it may be dead. You never know until you look. In fact, the mere act of opening the box will determine the state of the cat, although in this case there were three determinate states the cat could be in: these being Alive, Dead, and Bloody Furious.

Shadow in the Warp all enemy units with the Psyker/Psychic Pilot or Brotherhood of Psykers special rule.
The BRB clearly states that for the purposes of all (emphasis mine) rules, the term 'Psyker' refers to any unit with the listed special rules. Do to the way the Psychic Phase works, you must choose a Psyker unit (means same thing as Psyker), if my example above is not a Psyker unit, then while attached Tigurius cannot cast powers.
However, that is already under heavy discussion elsewhere.

Yea all throughout 5th and 6th they had something that was game breaking.
The ability to make your opponents blessings only activate 1/2 or less of the time, while being able to cast blessings unhindered, was brutal. (And a bit Overpowered).
