People who don't care that they have the most optimized armies won't care about things changing. People who play armies, not fad lists don't care because they probably already have the models to switch to different things anyways. People who are "serious" about winning will buy new models to keep their competitive edge (and will be glad that things have changed so they have a chance to get ahead of the curve).
It's only wannabes that are hurt by the codex cycle. People who want to win, but aren't willing to do what it takes. It's much easier to complain about how unfair everything is, and how it's not their fault that they're failing to achieve their goals than to get their priorities straight. Not unlike most things in life.

Thekbob is right; every codex changes how your army plays. It may change it for the better (Tau, Necrons) it may change it for the worse (Tyranids) but codexes always change how your army works.
Unless you play Space Marines.
Rules editions can invalidate entire army play styles (assault, anyone?) and a new rule edition on top of a new codex can radically change your army.

I have multiple
40K armies and a couple of
WHFB armies, and every new codex/army book means I have to change my army at least a little. With the exception of my Space Marines, who remain almost unchanged since 2nd Edition (I add new models to fill out points, but I have never shelved a unit as useless or had a unit removed from my codex) all of my armies get changed. Some a little, some a lot. My
IG army has been redesigned from the top down twice already, and it would be getting re-built again if I had bothered to pick up the 6th ed codex. My
VC and Beastmen get re-worked every book, too. While it's true that the Necrons aren't likely to lose units entirely from the codex, they may find units having radical rules changes that leave them much less useful (or far more useful) than before.
