20 rolls simply isn't enough to establish whether it's loaded or not, especially with 5 deviating. I've had runs where I've rolled 20 dice for 3+ and failed 0, and I've had it where I failed every single one. It happens, it's the nature of dice.
So, after testing it, refuse to play if it's actually loaded. Non-loaded mans after 100 rolls you see roughly equal odds of rolling each side of the die.
There is literally nothing else any of us can tell you/help you with.

It's only fair if each side uses scatter dice equally and in equally important ways - so not really at all. OP even said it would benefit him way more than his opponent, since he plays IG. Both sides cheating doesn't resolve the situation.
No one wants a leman russ that always hits, thats insane. I love blasts, no scatter would be a boon but would put my opponent at a severe disadvantage, i want to play a balanced game just like everybody else on the forum.
I really don't see the difficulties. Smash the dice with a good sledgehammer and buy him a new one. Problem solved. He gets a scatter die, you get to destroy the loaded one. Just be sure to give a replacement and it should be fine. Anything else and he is willfully and absolutely cheating and shouldn't be in the game.
The sledgehammer is optional though. I just happen to like bringing hammers into warhammer when there's a chance.

Well now that we've found this whole thread was a waste of time since the die wasn't really loaded.
It doesn't change the fact that one army should get penalized because it uses a certain army. The certain fact that it's benefiting anyone is crap but that doesn't mean it makes it right. The only fair options are either everyone uses it or nobody uses it. His friend insisted on bringing in what he thought was a loaded die, so everyone should get to use it. It would be a different story if the Guard player was the one with the dice but it wasn't so I don't understand why it makes a difference.
