Space Marine was bought wholesale by Sega along with the rest of Relic's IP under THQ. That includes the publishing rights and all assets and code.

As such, the assets are not in limbo, they're a part of an existing, available game that you can buy on Steam at any moment.

As far as I know, Sega has no licensing deal with GW concerning 40k, just WFB.

I don't see why that's an issue. Lots of games, especially from the same company and using the same engine, borrow assets from itself. Team Fortress 2 and most of Valve's games all pool assets from Half-Life 2 and other games. That the textures and art assets might be just enhanced copy+pastas from Space Marine should be irrelevant. It's confirmed that Eternal Crusade is an entirely different experience from Space Marine, with more factions and much more ambitions and options for what you can do in the game. It is an entirely new game and a new potential franchise- that's what should be important.
