I don't get the the confusion. They are Walkers that also use the Transports rule. Transports, and Walkers, are vehicles, not infantry, and therefore have to follow all rules for vehicles. Passengers and their restrictions on shooting etc. aren't part of the movement rules. That's part of the Transport rules.

Walkers move using the movement rules for Infantry.
The rules concerning speeds are movement rules for vehicles, which leads your logic to one of two results:

They're not mentioned for walkers because walkers can always fire all of their weapons.

Didn't find a conclusion about the OP.
-So do the passengers fire Snap Shots when in a Stompa that moves? If so how far does the Stompa have to move in order to make the passengers fire Snap Shots?
-Do passengers inside a Stompa count as having moved ( Heavy weapons fire Snap Shots ) ?

If you treat a walker (transport) as a vehicle then you use the firing/ snap shot rules for being embarked on a vehicle.
If you treat the transport as infantry then the embarked unit, which is also part of that unit, uses the firing/snap shot rules for moving infantry.
Either way no free ride for embarked units on walkers, MCs or whatever.

No it isn't. An embarked squad is never considered the same unit as their transport. That would be impossible, since the entire unit has to embark, which would require the transport to embark upon itself.
