Yes, but only CSM would play it.
Titus is a heretic, after all

Plus the inquisition show up, so the game would have to mind-wipe you or kill you if you finished it...

Mind you i could see the Inquisition dropping the game over worlds as a method for weeding out heretics, and as a booby trap for CSM.
Not only do they get to soak up the 'glory' of being an UM throughout the game, and thus unkillable, but it would be demoralising.

I remember Perturabo in one of the HH books playing a sim of the Siege of the Imperial Palace. I can't recall ever seeing the game again.
Also, lho-sticks as grim dark cigs. Like cigs weren't grim dark enough.

Craftworld Eldar are still "party hard" types, just they're no longer as hedonistic. But they write, sculpt, paint, practice philosophy, get hammered, are promiscuous, do drugs, and dress in such a weird way they make Lady Gaga look normal.

40k is essentially the Dark Ages in space (albeit with a heavy dose of totalitarianism mixed in), so people would do for fun what they did for fun in the Dark Ages.
The rich aristocracy would go on hunting trips, have banquets, have bizarre street performers for entertainment. A small selection of books.
The poor would get drunk. Play basic gambling games like bones. Watch pit-fighting.
For me, there are no TVs no PCs no phones no restaurants no bowling alleys or anything like we enjoy today.

People who can party so hard they made a god and had a hang over that almost killed their entire race are people who make it in my book  . But to the original question they fight, drink, inject themselves with drugs that slowly kill them, watch T.V. where every commercial is  much love for Big E,or  commissar wants to execute you to make everybody else fight harder,  , and  ., and probably have raves.

Tau only rave if they are of the Sparkleparty Caste. Other Tau don't get to Rave, it's not for the Greater Good.
For the Imperium, it depends on where you live. In a Hive or Imperial World, where the technology at least meets that of the 20th century, things are pretty much as they are today, excepting the lack of an internet or personal computers (because that's the AdMech). Also, the media is very tightly controlled by the Inquisition and the Ecclesiarchy, so you won't get too many (read as: any) irreverent shows or shows that depict the Imperium in a bad light.
Outside of that? Local sports games, bars and restaurants, theater, concerts and musical events, local art shows, etc. All the things we have in the modern age are available in 40K, possibly denied to certain classes, but that will vary by planet.
For the rest of the Imperium, it all depends on the tech-level of the planet in question. A Feudal World will have more options than a Feral World, for example.
